Join healthcare partners around the state for an operations-based, functional exercise designed by ASPR to examine and evaluate the capabilities and functions of Healthcare Coalitions (HCCs) and their members to support medical surge response. The MRSE officially replaces the Coalition Surge Test (CST) as an annual requirement of the Hospital Preparedness Program (HPP) Cooperative Agreement.
Exercise Objectives:
Assess VHEPC's capacity to support a large-scale, community-wide medical surge incident
Evaluate a multitude of coalition preparedness and response documents and plans, including specialty surge annexes, transfer agreements, coordination plans with other state healthcare coalitions, and all other relevant plans
Evaluate coalition members’ ability to communicate and coordinate quickly to find and match available staffed beds, transportation, supplies and equipment, and personnel during a large-scale surge incident

All exercise participants will convene virtually in a Zoom room to conduct play. Each member organization will play at their respective organization.

Intended Exercise Audience: Hospitals, Hospital Leadership, Public Health, Emergency Management, Emergency Medical Services, State Hospital Association, and Coalition Clinical Advisors.
Scenario: Ski Lodge Disaster Resulting in Mass Casualties, upwards of over 200 victims
